Mr. Saul Horowitz was chairman of the Board of HRH Construction Corporation He served as Mayor of Scarsdale from 1969 to 1971. He was active in village and school affairs for over 17 years, attended Yale University, was graduated from the U.S. Military Academy at West Point, and was commissioned in the Army Corps of Engineers. He was awarded the Bronze Star for his service in Korea.

Mr. Horowitz served as a director of the Citizens’ Housing and Planning Commission of New York City, and a trustee of Mount Sinai Medical Center; held various offices in Federation of Jewish Philanthropies, the American Heart Association and the New York Heart Association, and was a former director of the 92nd Street YMHA.

Among his many building projects, J.R. had been particularly attentive to the construction of the Mount Sinai Hospital Medical School in New York. Now, awards are given each year in his name at the school's graduation exercises, to alumni for outstanding service as teachers, investigators, or as professional practitioners.
